Dermatitis is inflammation of the skin, while seborrhea is the abnormal discharge of sebum that can form greasy scales. This disorder has developed as an AIDS- related complex (ARC), a precursor to full AIDS (acquired immune deficiency syndrome). In Africa, lack of access to drugs and information makes AIDS a major public health concern.
