Digital identification. A stack of 'Universal Electronic Cards' (UECs). These are designed to replace almost all forms of ID required in Russia, including driving licences, medical cards and so forth. The intention is to link them to a bank account (these are issued by Sberbank) to allow for everyday banking, payment of tax and receiving money such as pensions. Although popular at first, the huge costs of implementing changes to regional and national computer systems to deal with the cards is seen as prohibitive. A state universal ID card, with many functions of the UEC, is intended for introduction in 2015.
