This is a result of osteoarthritis, a condition where the protective joint surfaces between bones wear down and cause painful friction. Here, the weakened bones have fused together. The left and right vertebral arteries (red) can be seen running through the transverse foramina, which are holes in each vertebra allowing the artery to pass through.
