This is part of the French regulations for Installations for the Protection of the Environment (ICPE). Here, the waste is being watered to reduce atmospheric dust and to cool the heat generated by the garbage. This precaution helps to prevent spontaneous combustion. The gas monitor (lower right) is used to test for the presence of hydrogen sulphide, which requires the use of respiratory masks.
