Magnitudes are a relative measure of brightness used in astronomy. The lines represent the boundaries of the constellations. The Milky Way (blue band) is the stars of our galaxy seen from the inside. This star chart was produced and published by US architect and amateur astronomer Albert W. Dilks, of Philadephia, Pennsylvania, USA.
