Caption: Pierre Victor Malouet. 1864 illustration of the French colonial administrator, planter, conservative publicist and monarchist politician Pierre Victor, baron Malouet (1740-1814). Malouet is best known as an emigre signatory of the Whitehall Accord. Signed on 19 February 1793, the Whitehall Accord was an agreement between counter-revolutionary colonists from the French possessions of Saint-Domingue, Martinique and Guadeloupe with the British Empire. The treaty allowed them to maintain slavery, which had been abolished by the French government, while the British military were allowed to occupy and receive financial proceeds from the colonies.
