Caption: Boris Shcherbina (1919-1990), Soviet oil and gas minister, speaking at a news conference. Shcherbina, the Minister of Oil and Gas Industry Construction for the USSR, was speaking to Soviet and foreign journalists about the completion of the Urengoi-Pomary-Uzhgorod gas main line ahead of schedule. Shcherbina would later be appointed Deputy Chairman of the Soviet Council of Ministers (1984 to 1989) and would also lead the Soviet commission established to investigate the Chernobyl disaster of 1986. Photographed in Moscow, Russia, in September 1983.
