Congestion charge signs painted onto a road in central London, England. The signs inform motorists that they are entering a zone in which they must pay a toll. The congestion charge was introduced on 17th February 2003 to raise funds for improvements in London's public transport, and to ease the traffic in the city centre. It is hoped that easing traffic will reduce air pollution and improve the environment.
