Adjusting a thermostatic radiator valve (TRV). It is a relatively simple uncalibrated device in which the flow of water through a radiator varies with the expansion or contraction of a wax plug.They are used to control room temperatures according to choice and thus can promote energy efficiency. It is claimed that they reduce energy bills and CO2emissions. Here the thermostat is being set to zero turning the radiator off. The high cost of fuel is leading to an increasing amount of "fuel poverty" forcing householders to reduce heating to a minimum. The ensuing cold can increase the risk of hypothermia. Condensation and mould may occur increasing the liklihood of respiratory disease such as asthma.
