Cluster bomb. A demonstration cluster bomb showing bomblets, circa 1943. A cluster munition is a form of explosive weapon that ejects smaller explosive devices. Because of the risk they pose to civilians both during attacks and afterwards (because of scattered, unexploded bomblets), cluster munitions are prohibited for nations that ratify the Convention on Cluster Munitions, adopted in Dublin, Ireland in May 2008.
